Alleged corrupt practices: FAAN top management, minister of Aviation drag to EFCC

The Federal Airport Authority of Nigeria (FAAN) General Manager, Procurement Mrs.  Monica Alphonse and other top management in the Aviation industry have been dragged to the Economic and Financial Crime Commission (EFCC) over alleged corrupt practices and violation of Public Procurement Act.

According to Barrister Benjamin Barnes Arekameh, of the Arekameh & Arekame’s Chambers who petitioned the top management chiefs on behalf of his client, one Mr. Frank Olu Ojo.

He remarked that the step became necessary against the backdrop of the alleged corrupt practices, violations of laws, and orders that have ridden the FAAN in the recent time.

In a petition addressed to the EFCC, dated 7th June, 2022 a copy of which was made available to our correspondent. The legal Practitioner, who also doubles as a human rights crusader queried the processes underscoring the award of Janitorial Services to 82 private companies, the contract allegedly up to the tune of about N5 billion without strict adherence to the provisions of the Public Procurement Act 2007, which among others involved placement of public advertisement in national dailies.

He questioned “how the purported contracts of Cleaning and Janitorial Services up to the tune of about N5billion was awarded to 82 private companies without compliance and the provisions of the Public Procurement Act, 2007, i.e. without due process.”

He noted that one of such instance, was a copy of acceptance letter of Award of contract for the West Africa Infrastructure limited purported to have been awarded the General Aviation Terminal (Aplha&Zulu Terminal and Car Park); Access Road from Forte Oil Round about to Drop off Zone to Agege Motor Road, Murtala Muhammed International Airports, Lagos.”

He said “The document dated, 12th day of May, 2022, tilted, Acceptance of Award of contract for the Cleaning and Services at the   General Aviation Terminal (Aplha&Zulu Terminal and Car Park); Access Road from Forte Oil Round about to Drop off Zone to Agege Motor Road, Murtala Muhammed International Airports, Lagos.” which emanated from West Africa Infrasture Nigeria Limited, one of the 82 private companies referred to above, addressed to Capt. Rabiu Hamisu Yadudu.”

He alleged that “Senator Hadi Abubakar, Mr. Mamman Ahmadu, Capt. Rabiu Hamisu Yadudu and the General Manager, Public Procurement, FAAN, Mrs. Monica Alphonse, are allegedly necks deep in using their respective offices and influencing award of contracts to private companies wherein they have business interests, friends and associates.”

Speaking further, the human rights lawyer, noted that the alleged corruption practices and violation of orders in the FAAN may have make it “difficult if not impossible for the organization to pay some of its contractors at the Murtala Muhammed International Airport Ikeja, Lagos State”.

The petition further reads “Due to the alleged ongoing financial crimes, economic sabotage and violation of the provisions   of the Public Procurement Act, 2007, it is now difficult if not impossible to pay some of the contractor the Murtala Mohammed   International Airports, Ikeja, Lagos State, working for the FAAN”

He, therefore, pray the EFCC to threat his petition with utmost urgency and conduct a thorough investigation into the matter.

However, at the time of filing this report, all efforts to reach out to the minister of Aviation, “Senator Hadi Abubakar, and other concerned individuals proved abortive.
